You must (try to) read that article. It is about some stylish public toilets. In France, they have staffed bathrooms (with a dame pipi = pee lady) and they ask you to pay for using them. In that case, it is 1 Euro, the dame pipi is a male wearing a suit and lounge music is played. Each stall is decorated in an unique way and there's a shop in the hall. The last chapter is the public facilities history and it goes back to 4500 years ago.
The european way is funny, because I recall in the eighties having seen here public stalls asking to pay a dime to open the door or a quarter to unwrap the seat (They claimed to have an automatic sanitizing system where a plastic wrap unroll each time between users.). It was local to some buildings or shopping centers and both experiences failed after a few months.
